State Fair Community College Master Plan

The Clark Enersen Partners and Paulien & Associates worked together to complete a campus master plan for State Fair Community College in Sedalia, Missouri. The master planning process involved a space utilization and needs assessment for a growing campus population of approximately 2,400 on-campus students. The master plan is designed to further the goals and objectives established by the College in its recently completed strategic plan.

The primary goals of the master plan were to create a positive campus atmosphere for recruitment, retention, and engagement; address existing & future space deficiencies; improve way-finding and pedestrian flow; and reinforce a strong campus brand. We conducted an analysis of existing conditions including buildings, site, landscape, vehicular circulation, pedestrian circulation, and land use. Our space needs analysis indicates that the campus may need to provide 130,000 additional gross square feet to meet future space deficiencies on campus.

In February 2015, we presented four concept alternatives that responded to the campus space needs, deficiencies and goals established during our analysis. The preferred concept creates a new loop road to separate vehicular circulation and parking from the core of campus, and a recreation/athletic zone on the west side of campus. Three new facilities – a new Student Center, Technology Center, and Student Housing – would be created.
